Boulders—and fence posts—placed by a Pelican Lake property owner in the Broadwater Beach neighborhood are obstructions in the township's road right-of-way. The issue raised safety and snowplowing concerns for Scambler Township officials—as well as the Otter Tail Sheriff’s Department.
