CITY OF PELICAN RAPIDS CITY COUNCIL MEETING MINUTES
Tuesday, May 26, 2026

The City Council of Pelican Rapids met in regular session at 6:00 p.m. on Tuesday, May 26, 2026, in Council Chambers, City Hall.

CALL TO ORDER Mayor Brent E. Frazier called the meeting to order.

ROLL CALLPresent: Mayor Brent E. Frazier, Council Members Steve Strand, Shelley Sorum, Curt Markgraf, and Don Perrin. Staff Present: Administrator Lance Roisum, Clerk-Treasurer Danielle Harthun, Police Chief Todd Quaintance, and EDA Director Jordan Grossman (via Zoom). General Attendance: Nicole Hansen, Wayne Johnson, and Kim Peterson (Pelican Rapids Press).

WELCOMING REMARKS & PLEDGE OF ALLEGIANCE Mayor Frazier welcomed attendees and led the Pledge of Allegiance. He noted the meeting was broadcast on the Pelican Rapids YouTube channel and Channel 14.

AGENDA APPROVAL Mayor Frazier deleted the item regarding the Pelican Rapids Fire Truck (Shad Hanson). Motion: Strand/Sorum to approve the agenda as amended. Motion carried.

CONSENT AGENDAMotion: Markgraf/Perrin to approve the following consent agenda items:

  1. Council Minutes – May 12, 2026.

  2. Accounts Payable Listings.

  3. Staff Reports: March/April Utility Reports and April Liquor Store Report.

  4. On-Sale Intoxicating Liquor & Sunday On-Sale: Aurora Escobar (Taqueria Escobar).

  5. Club On-Sale Liquor & Sunday On-Sale: Donna Mattern (Gilmore Weik Post 5252).

  6. Malt Liquor License: Luke Loerzel (Paul's of Pelican Inc.).

  7. On-Sale Intoxicating Liquor: Adrian Chavez (Taqueria Chavez, LLC).

  8. Malt Liquor License: Frank Orton (Orton’s Pelican Rapids Holiday).

  9. Lawful Gambling Permit: Pelican Rapids Chamber of Commerce – Oct. 10, 2026.

  10. Lawful Gambling Permit: Pelican Pin Em Club Inc – July 16, 2026.

  11. 2026 Plumber Registration: Mr. Plumber - Shad Hanson. Motion carried.

EMS PRIMARY SERVICE AREA County Administrator Nicole Hansen and Commissioner Wayne Johnson discussed financial challenges for Ringdahl Ambulance Service. They explored options for county involvement, including joint powers agreements or a fee-based subordinate service district (estimated under $100/household) to ensure rural EMS remains viable.

RINGDAHL AMBULANCE FUNDING Administrator Roisum reviewed the city's historical subsidy of the ambulance service. Ringdahl requested funding for 2025/2026. Motion: Markgraf/Strand to approve paying the budgeted amounts of $32,500 (2025) and $25,000 (2026). Motion carried.

RESOLUTION NO. 2026-09: PROPERTY TAX ABATEMENTMotion: Markgraf/Strand to adopt Resolution 2026-09, calling for a public hearing on June 9th at 6:00 p.m. regarding a residential tax abatement for Lisa and Nathan Barry. Motion carried.

EDA UPDATES The Council reviewed EDA items including the Brew Haven Lease, a new $14,377.66 stage/deck for Peterson Park, the Yard of the Week program, and the Community Clean-Up Crew launch (June 8th). Alex Ohman resigned from the EDA Board; Danielle Harthun was appointed Treasurer. Motion: Perrin/Sorum to approve the hiring of four fire department applicants. Motion carried.

DOWNTOWN MEDIAN & LANDSCAPING Administrator Roisum reported MnDOT will retain the center median. Tree planting by Lakes Area Landscaping begins June 1st. A ribbon-cutting ceremony is scheduled for Pelican Fest, Friday at 4:00 p.m.

ORDINANCE 2026-03: SPECIAL EVENTSMotion: Strand/Markgraf to adopt Ordinance No. 2026-03, amending City Code Chapter 5 regarding special events. Motion carried unanimously. Motion: Perrin/Sorum to add a $100 special event fee to the city fee schedule. Motion carried.

SNOWMOBILE & ATV ORDINANCE (CHAPTER 7) Administrator Roisum introduced the first reading of an ordinance regarding snowmobiles and special vehicles (golf carts/ATVs). A public hearing is set for June 9th at 6:10 p.m. Discussion followed regarding speed limits on shared-use paths.

REPORTS

  • Administrator Roisum: Reported on meetings regarding wastewater leachate, security upgrades, airport grants, and E-bike rentals.

  • Mayor Frazier: Reported on weekly columns, D.A.R.E. graduation, and Memorial Day services.
